Quest fixed. One of the requirements was that your hero was called Jahezeen, hence no one being able to do it.

yea it was my quest... i royally -BLAM!-ed up on a somethings.... i quit playing and hence never had someone to test that for me.... the idea for that quest was to allow people a chance to get really good armor with a load of extra life or a leaching if it was possible... either way itll never get finished

jahezeen was a testing hero of one of my friends i didnt want people dieing.. as when you die or lose you lose the chance to get the armor but you go down a whole different quest stream... ha that never got created
